Charleston’s Technical Review Committee is continuing to work through plans for three development projects along Clements Ferry Road, part of a Cainhoy Peninsula growth pattern that traces back to a development plan the city approved three decades ago. The committee is reviewing proposals for the Thomas Island subdivision, a second phase of the Restore at Point Hope community, and a new Parker’s Kitchen location, with all three expected to come back before the panel for further review before any building permits can move forward.
The Thomas Island subdivision, expected to bring more than 130 homes to the area, has been in the pipeline for nearly a decade and is drawing extra scrutiny because it is among the first projects to advance inside a conservation district under the city’s current zoning rules. Committee administrator Eric Shultz said the panel is evaluating whether the plan complies with the intent of that conservation designation. The Restore at Point Hope expansion, meanwhile, is planned to add 450 homes to the corridor, layering onto a community that has grown steadily since it was first approved decades ago.
Long-time area resident Wade Malloch, who has lived in the Huger-Cainhoy area for 17 years, said the pace of development along the corridor has outstripped what many residents expected when the underlying growth plan was approved years ago. He pointed to Clements Ferry Road itself as a pressure point, noting the corridor still has no stoplights to help drivers turn safely onto the roadway as traffic continues to build. Malloch said the volume of new zoning requests, signage applications and development proposals moving through the review pipeline has climbed faster than residents anticipated.
City planners have said the road’s traffic capacity will need to keep pace with the growth allowed under the original Cainhoy Peninsula development plan, which set the framework local officials are still applying to new projects three decades later. Similar development activity has been moving through the review process in the broader Cainhoy area for at least the past year, with subdivisions in the tens-of-units and hundreds-of-units range advancing through the same committee. No groundbreaking date has been set for any of the three projects currently under review, and city officials say the timeline depends on how quickly each plan satisfies the committee’s remaining questions.
