A new report from the South Carolina Office of the Inspector General, released this week, details alleged violations and misconduct by a member of the Charleston County School Board. The investigation, requested by Governor Henry McMaster in January, found that an unnamed board member allegedly disclosed confidential information to news outlets, violated board policies, failed to report taxable income, and fraudulently billed the district as a vendor through a company named Next Level.
A search of the state vendor database identifies Darlene Dunmeyer-Roberson, a current board member, as the contact for Next Level. Roberson issued a statement saying she was reviewing the report for the first time and did not see a clear violation of law or board policy, attributing the findings to differences of opinion and interpretation. She also questioned the relevance of matters in the report extending beyond her service on the School Board.
The Office of the Inspector General recommends that Governor McMaster remove the board member. The report also highlighted broader dysfunction among board members that negatively affected district operations, including issues with members using outside legal counsel and incurring significant billing costs.
The Charleston County School District expressed deep disappointment regarding the actions detailed in the report, citing breaches of confidentiality, conflicts of interest, improper influence over procurement, questionable billing, misuse of public resources, and alleged criminal conduct. The district stated it cooperated fully with the investigation and will review the recommendations to strengthen safeguards. It noted that a robust internal audit program and enhanced controls have been implemented over the past two years, after the period of conduct referenced in the report. The district affirmed its commitment to its core mission of serving students and families in Charleston County.
Charleston County School District Board Chair Pamela McKinney also issued a statement, calling the described actions deeply serious and concerning. McKinney emphasized that board members are entrusted to act with integrity and prioritize student interests. The Board will review the recommendations and determine next steps, respecting the Governor’s decision and cooperating with law enforcement. The Board intends to remain focused on supporting Superintendent Huggins and the district’s work.
The Office of the Governor confirmed receipt of the Inspector General’s report and is reviewing it to determine subsequent actions. The South Carolina Law Enforcement Division (SLED) has also been notified and is reviewing the matter.
