North Charleston, SC – A 54-year-old woman, Margie Kathy Brown, has been charged with multiple offenses, including reckless homicide, following a tragic incident on April 26, 2025, that resulted in the death of 42-year-old Shinique Toussaint-Allah and injuries to several others. The charges against Brown also include failure to stop for blue lights resulting in death, failure to stop for blue lights resulting in bodily injury, and additional traffic violations associated with the pursuit and collision.
The series of events unfolded when officers from the North Charleston Police Department attempted to stop Brown for a traffic violation while she was driving a U-Haul truck. Brown refused to pull over, leading to a police pursuit that spanned over 12 miles. However, due to dangerous traffic conditions, officers discontinued the chase.
Shortly after the pursuit was called off, Brown was observed driving the wrong way on Meeting Street, weaving through oncoming traffic. She collided with two pedestrians before crashing into a Mercedes sedan. This crash subsequently involved a Honda motorcycle, resulting in multiple injuries and the tragic death of Toussaint-Allah, who was a passenger on the motorcycle.
In total, seven individuals suffered injuries in the collisions; this includes two pedestrians, three occupants of the Mercedes, and the motorcycle rider. Local hospitals are providing ongoing treatment for these injured parties.
Brown was detained at the scene of the crash along with a male passenger. Both individuals claimed to be sovereign citizens, a term used to describe people who believe they do not have to follow government laws. Brown has since been booked at the Al Cannon Detention Center. Reports indicate that she has a significant criminal history, with multiple arrests dating back to 1993, including several charges related to driving under suspension.
At the time of the incident, Brown was free on bail connected to a previous assault charge involving a baseball bat. Notably, she was also representing herself in court.
