Charleston, South Carolina, has implemented a new juvenile curfew aimed at enhancing safety and reducing disturbances in the city’s central business district. The curfew, which took effect on June 27, 2025, restricts individuals under the age of 17 from being present in key downtown areas, including King Street, Broad Street, East Bay, and Market Street, from 9 p.m. to 6 a.m.

This ordinance was unanimously passed by the Charleston City Council following a request from the local police chief, who emphasized the need for a controlled environment in a district described as “an adult environment with an adult energy.” The move comes in response to frequent large gatherings of teenagers outside various businesses, which had raised concerns among business owners and city officials regarding safety and disturbances.

During the first weekend of enforcement, police issued a citation to a 16-year-old minor discovered around 1:30 a.m. on June 29. The minor was found inside a parked vehicle on Mary Street, smoking marijuana and was cited for violation of the curfew as well as possession with intent to distribute marijuana. Despite this citation, police reported a strong presence in the area and noted an overall positive atmosphere, suggesting that the curfew is already contributing to improved safety.

Local business owners have expressed support for the new regulations, with some claiming that the curfew will help minimize disturbances caused by unruly teens. The nightlife in Charleston has remained lively despite the introduction of the curfew, indicating that many establishments are adapting to the new restrictions.

The curfew permits exceptions for minors accompanied by parents, those working in the designated areas, and those attending school or civic events. Minors found in violation of the curfew will face consequences in Family Court, while parents could be subject to penalties of up to 30 days in jail or fines reaching $500.

The decision to implement this curfew is not without controversy. Various community members and nonprofit leaders have raised concerns regarding the potential for over-policing and questioned whether the curfew effectively addresses the underlying issues contributing to youth crime. Critics argue that the focus should be on comprehensive community strategies rather than merely restricting movement.

The Charleston curfew is set to be enforced nightly throughout the summer months of June, July, and August. Following that, the enforcement will continue on Thursdays through Sundays for the remainder of the year. Police have stated they intend to use this curfew primarily as a preventative measure, intervening to guide minors home or to contact a guardian instead of making arrests, in a bid to create a safer environment for young people in the city.
