Charleston, South Carolina – The Charleston County School District (CCSD) is adopting a new governance structure as a result of the recent abolition of constituent boards, following the signing of a law by Governor Henry McMaster. This significant change, which comes into effect on June 30, is designed to streamline administration and promote efficiency within the district.
With this transition, responsibilities previously managed by the eight constituent boards will be reassigned to district offices. The CCSD anticipates that this restructuring could yield savings of approximately $300,000. As part of this process, 60 former constituent board members will conclude their service, with many expressing opposition to their dissolution.
Under the new governance model, zoning decisions, which determine school district boundaries for student enrollment, will now be overseen by the CCSD’s Operations Division. This division will not only draft recommendations for zoning alterations, but will also seek approval from the Board of Trustees regarding these suggestions.
The management of student transfers has been delegated to the Office of Accountability and the Department of School Choice. An internal review committee composed of CCSD staff members will handle these transfer requests. Students wishing to appeal decisions made by this committee will have the option to present their cases to a designated hearing panel. Further appeals can be directed to the Board of Trustees if necessary.
To ensure fair handling of disciplinary matters, CCSD is set to establish two hearing panels within the Department of School Support. Each panel will consist of three members: one certified administrator, one classified administrator, and a part-time community member. Panel members will be required to undergo training on pertinent issues such as student conduct and relevant South Carolina state laws.
Hearing sessions for disciplinary cases will be scheduled from Monday to Thursday, between the hours of 9 a.m. and 2 p.m. in order to accommodate the various needs of each case, flexibility will be maintained to address extended hearings.
In the wake of these changes, a Board of Trustees meeting is scheduled for June 23 to formally recognize and appreciate the contributions of the former constituent board members. The meeting aims to provide closure to those who served and to inform the community about the upcoming transition.
Superintendent Anita Huggins has commended the efforts of senior staff in planning this shift and fostering communication with stakeholders throughout the process.
