The executive director of Charleston Moves, an organization advocating for cycling, noted that the city’s bike lanes are not kept in optimal condition, indicating an urgent need for improved infrastructure.

City Council member Ross Appell explained that small repairs for bike lanes are manageable; however, larger maintenance projects must navigate bureaucratic hurdles and receive necessary approvals. One of the significant obstacles is that Charleston does not primarily own the roads; many are managed by the South Carolina Department of Transportation (DOT). The city lacks dedicated revenue for road maintenance, leaving the responsibility primarily in the hands of the state and county.

The complexities in managing road maintenance involve coordination with both the DOT and county resources, creating additional frustration among advocates who wish to improve cycling conditions in Charleston. Notably, while there have been successes in enhancing cycling infrastructure, like projects on the Low Battery and Ashley River Crossing that provide safer passages for cyclists, smaller projects often struggle with bureaucratic issues.

In response to these challenges, local advocates are pushing for more robust cycling infrastructure, including buffered and separated bike lanes that would offer better safety and reduce the likelihood of debris accumulation. Plans are currently underway to create more buffered bike lanes, which may help address some of the safety concerns and enhance the overall cycling experience in the city.

Recent infrastructure upgrades, such as the bike-pedestrian path on the Limehouse Memorial Bridge, aim to improve connectivity on Johns Island and address the need for safer crossings. Though initial plans for a separate bike and pedestrian bridge were abandoned due to escalating costs, funding has been reinstated to include a multiuse path, signaling progress toward more bike-friendly initiatives.

Despite these advancements, there continues to be a struggle for safe access for cyclists and pedestrians across key routes, including those along the Ashley River and Wappoo Creek. A recent proposal in Charleston sought to permit golf carts on the Ashley River Road Bike Path; however, this idea is currently stalled due to opposition from city officials. Many residents, such as the Burkhart family, rely on golf carts for quick commutes to school, and the lack of access to the path poses challenges.

City officials are now considering amending regulations to potentially allow golf cart usage near Drayton Hall Elementary School while being careful not to open broader access to the bike path.

The appeal of cycling throughout Charleston remains strong. Anecdotes about the convenience of using electric bikes to navigate the city highlight the benefits of cycling, despite the existing hurdles. Advocates are hopeful that with increased attention to the necessary infrastructure improvements and maintenance challenges, cycling can become safer and more accessible for everyone in Charleston.

With the combination of community interest and the push for improved cycling infrastructure, Charleston’s journey toward becoming a more bike-friendly city is underway, albeit gradually and with challenges still to overcome.
