North Charleston, S.C. — Charleston County School District leaders are moving forward with a plan to expand universal pre-K to North Charleston Elementary and Pepperhill Elementary starting in the 2027-2028 school year.

The proposal would add about 180 seats for pre-K 3 and pre-K 4 at North Charleston Elementary and about 75 seats at Pepperhill Elementary. The district currently offers universal pre-K on the peninsula.

To make room, about 100 students would move from North Charleston Elementary to Hursey Montessori, and 146 students would move from Pepperhill Elementary to Pinehurst Elementary. Rising fifth graders at North Charleston Elementary would be grandfathered in.

District planning materials say the rezoning is meant to balance enrollment and address walkability. Early learning classes from North Charleston Creative Arts, Dunston and Hursey would consolidate at North Charleston Elementary, and Hunley Park is slated to become an early learning center.

Community meetings are set for Tuesday, Oct. 13, at 5:30 p.m. at Malcolm Hursey Montessori and Thursday, Oct. 22, at 5:30 p.m. at North Charleston Elementary School.

The plan is expected to go before the full school board on Oct. 26.
